SUMMARY:
Develops, administers, and implements short and long-term strategic goals and objectives to manage infrastructure upgrade projects for the wastewater treatment and collection systems of the Winnipesaukee River Basin Program (WRBP), working in close partnership with the WRBP Administrators and Water Division Directors to plan and manage complex construction projects and create project specifications, policies, and procedures. Provides leadership and guidance to staff, vendors, contractors and subcontractors, monitors data, timelines, and output, and ensures projects comply with WRBP needs and all relevant requirements.
MINIMUM QUALIFICATIONS:
Education/Experience: Bachelor's degree and 6 years of experience OR equivalent combination of 10 years of education and experience after completion of high school. Education and experience must be in construction or project management, contract operations, industrial facility management, water/wastewater treatment facilities management, or related field.
License/Certification: Valid Driver’s license or access to transportation
Other Requirements:
1. Physical ability to visit facility locations that may require climbing stairs or ladders
2. Must be able to work a 40 hour work week
PREFERRED QUALIFICATIONS:
Preference will be given to candidates with certification in project management or who possess experience with and knowledge of industrial facility management or water / wastewater treatment facility management.
Knowledge of project management program administration and process evaluation. Knowledge of state and federal laws and regulations relating to wastewater treatment facilities. Knowledge of project management scheduling software. Strong negotiating and innovation skills. Ability to provide effective leadership while maintaining good working relationships with assigned staff and stakeholders. Ability to express ideas clearly and concisely, both orally and in writing. Ability to manage multiple projects concurrently and meet schedule deadlines. Ability to detect and define problem areas and causes, to create and develop effective solutions, including the exercise of sound judgment in evaluating situations, planning action, making decisions and setting priorities. The ability to work independently to develop new or alternative approaches to meet changing and variable conditions. Attention to detail with the ability to present complex information and datasets in a meaningful format. Experience in budgeting, capital planning, master planning, scheduling, or program implementation.
