Recommendation: Conduct a feasibility study for a state-run program to license midsized laying hen operations with 3,000 to 10,000 laying hens. The program would allow farmers to sell in direct-to-consumer and restaurant markets and provide an exemption from the USDA and FDA licensing during the incremental growth phase.
